We have been commissioned by ACTED Libya to conduct a final evaluation of the “Support to Libyan local actors to improve service delivery and to better manage the reconstruction” project in the Eastern city of Benghazi. We used a qualitative approach conducting over 50 interviews to assess the project’s results against its own logframe and the OECD DAC criteria.
